Geographic Policing Initiative
In late 2009, the Rockford Police Department initiated a project to develop the framework for moving the Department from a centralized, functional organization to a decentralized, multiple district structure. It was envisioned that functional areas such as patrol, traffic, investigations, etc. would be integrated under a single command in each district. The approach envisioned taking an area of the City, establish a police station in that area, and provide police-related services in that district with staff operating from that police station. The intent of this scaled approach was to provide a means to experiment, test, and evaluate operating as a decentralized, district policing department.

The Rockford Board of Fire and Police Commissioners selects police officers through written exams, oral interviews, physical examinations and personality assessments. The Board is also responsible for appointing the Chief of Police who is a City department head and reports directly to the Mayor. The Department employs 33 civilians, including secretaries, clerks, police technicians, data entry operators and one chaplain outreach worker. The Department maintains a fleet of vehicles including marked patrol cars, prisoner transport vans, specialized bomb handling vehicle, SWAT vans and unmarked vehicles.

Spring 2013 - Citizens Police Academy

Since 2009 the Rockford Police Department has been engaging the community by offering a Citizen’s Police Academy; and the mission of the Citizens Police Academy is to build cooperative relationships between citizens and the police through training and education. The police academy produces a network of informed citizens who can return to their neighborhoods to organize, encourage and mobilize others, to partner with police in reducing crime in Rockford; and the success of the Citizens Police Academy has led to the formation of the Citizens Assisting Police (CAP) volunteer program in 2010 and has contributed to over 3,000 hours of volunteer service to the Rockford Police Department; and Volunteers can be an important part of any organization and are proven to be a valuable asset to law enforcement agencies. Volunteers help to increase police responsiveness, service delivery, and information input, and they provide new program opportunities. In addition, volunteers can bring new skills and expertise to the job and prompt new enthusiasm.

Rockford Police Explorer Program Post 911 Orientation
On Tuesday, October 30th, 2012 the Rockford Police Department will host the Rockford Police Department Explorer Program, Post 911, orientation. The program will begin in January 2013.
The meeting is an introductory for prospective Explorers who are interested in a career in Criminal Justice and Law Enforcement, between the ages or 14 – 18 years old, and who are Rockford residence or attend a school in Rockford. A parent or guardian must attend the event with the prospective Explorers.
The meeting will be held at Veterans Memorial Hall, 211 N. Main St, Rockford, IL 61101. The meeting will start at 7 pm and is expected to last 1 hour.

Crimemapping.com is an interactive mapping software application that allows users to view incidents and locations of crimes committed in the City of Rockford. This web-based application allows anyone with internet access an immediate view of city crime data. Data is updated daily and presents a detailed snapshot of crime activity within the City of Rockford. Crimemapping.com maps 15 categories of crime data. These categories are; Arson, Assault, Burglary, Disturbing the Peace, Drug/Alcohol Violations, DUI, Fraud, Homicide, Motor Vehicle Theft, Robbery, Sex Crimes, Theft/Larceny, Vandalism, Vehicle Break-in/Theft and Weapons. The categories are defined by the application and are the same for all participating agencies. Certain highly personal or sensitive crimes have not been included for viewing such as Sexual Assaults and Kidnapping. This site will always contain the last 90 days of offenses and will allow the user to customize the timeframe and offense categories they wish to view.

The Rockford Police Department is pleased to announce the purchase of OffenderWatch, the nation’s leading registered sex offender management and community notification tool. OffenderWatch is utilized by over 1000 law enforcement agencies in 39 states. The citizens of Rockford are now able to view real-time information on all publishable offenders within a specific radius of the address you enter. The best way to stay informed is by using the e-mail alert system. The e-mail alert system will send you an e-mail alert if a new offender registers an address within the specified radius of any address you register. There is no cost for this service and no limit to the number of addresses you can register. Your e-mail address and personal information are kept confidential. Tell neighbor and friends to register their home, school, day care, park, parents or children’s homes. This amazing tool allows the citizens of Rockford and the Police Department to form a partnership to ensure all offenders obey the requirements of the sex offender registration act. (PDFs) Beginning January 1, 2006, the Rockford Police Department implemented a new police report writing and records management system called NetRMS. NetRMS incorporates NIBRS (National Incident-Based Reporting System) reporting which collects comprehensive data about a crime incident. NIBRS reporting replaces the traditional Summary UCR (Uniform Crime Reporting) that has been in place in the country since Rockford 1930. . .
