The Mayor appoints one or more members to the following community boards. However, these are separate and distinct government bodies not under the direction and control of the City of Rockford:
- Rockford Housing Authority
- Rockford International Airport Authority Board
- Library Board of Trustees
- Rockford Mass Transit District Board
- Rockford Area Arts Council
- Rockford Area Convention and Visitors Bureau
- Rockford Area Venues and Entertainment
- Rockford Local Development
- Rock River Development Partnership
- Winnebago County Health Department
