The Rockford City Council acts in conjunction with the Mayor as the legislative and policy making body of the municipality. There are presently fourteen council members (aldermen), elected by ward, with four year terms all ending in the same year.
Council members legislate once a week as a whole and also meet in bi-weekly committee meetings; Finance and Personnel, Planning and Development, and Code and Regulation. Aldermen make decisions, pass ordinances, appropriate funds and present initiatives so as to best represent the needs of both their respective constituents and the City of Rockford as a whole.
The Mayor and Council members meet in open session every Monday at 5:30 p.m. in Council Chambers, Second Floor, City Hall, 425 East State Street. When a holiday falls on a Monday, the Mayor and Council meet on Tuesday. City Council meetings are aired live, and rerun on Thursday evenings at 7:00 p.m. and Saturdays at 12:00 p.m. on cable channel 17. Previous meetings may also be viewed here.

Chad Tuneberg was born and raised in Rockford and is a graduate of Guilford High School. He holds a B.S. in Marketing and an MBA (Finance concentration) from Southern Illinois University – Carbondale College of Business, and a Certificate in Behavioral Finance from Duke University Fuqua School of Business. Chad lived for 20 years in Chicago while working for a regional and international bank before founding Tuneberg Asset Management, an investment advisory firm. He has worked on multiple financial, economic, and bond research projects for the Office of Economic and Regional Development, Illinois Department of Commerce and Community Affairs, and the Illinois Finance Authority. He is regularly consulted on matters related to the investment industry and is a frequent participant in investment related research studies.
Chad has helped youth literacy through the “Rockford Reads” program, coached youth flag football, helped in umpire duties for little league baseball, and has served on boards such as the Swedish Historical Society, Rockford Christian Booster Club, and the Rock River Development Partnership Board. He is a NAUI certified scuba diver, a railroad enthusiast, and enjoys cross-country skiing, biking, riding his Harley Davidson, and attending his kid’s sporting events.
Chad and his wife Leah have two children, Mats and Melaina. They attend Redeemer Church and reside in Rockford’s historic Churchill’s Grove Neighborhood.

Kevin Frost is a life-long Rockford resident. He attended Rockford Public Schools and graduated from Guilford High School. He graduated from the University of Illinois with a B.S. in Accountancy. He also graduated from the University of Illinois College of Law. Prior to attending law school, Mr. Frost worked as an auditor for Price Waterhouse, LLC and Porter Chadburn, PLC.
Kevin is principal/officer at the law firm of Clark, Justen, Zucchi & Frost, Ltd. His law practice focuses on personal injury, wrongful death, transportation liability, and premises liability. Prior to joining Clark, Justen, Zucchi & Frost, Ltd. In 2001, Kevin gained experience with a Chicago based full service law firm and as an attorney for the City of Rockford Department of Law. During his employment with the City of Rockford, he handled zoning, land use, property standards, building and community development issues. He also prosecuted traffic, DUI, and various code violations.
Kevin is a member of Holy Family Catholic Church, where he serves as a lector. Kevin and his wife Lisa have two children, Maddie and Libbie. In his free time, he can be found at his children’s soccer games and swim meets.

Aprel Prunty was born and raised in Rockford. She graduated from Rockford’s East High School. She is a National Board Certified Teacher, a Delta Teacher Efficacy Campaign (DTEC II) alum, and a Golden Apple semifinalist who has worked as an English teacher for the Rockford Public Schools since 1999. Aprel has advanced degrees from Rockford College (now Rockford University) and Northern Illinois University.
Aprel served as a Delegate for the Rockford Education Association Labor Union at the National Education Association Annual Meeting and Representative Assembly in 2016 and 2020. She has served as a presiding officer for Booker Washington Community Center, the Rockford Section of the National Council of Negro Women (NCNW), and the Rockford Alumnae Chapter (RAC) of Delta Sigma Theta Sorority, Incorporated. At Booker, she helped Booker gain its landmark preservation status and co-chaired the annual Bookerfest and Kwanzaa celebrations. She helped found the African-American Resource Center at Booker (AARCB) Chuck Jefferson Library. She helped coordinate the historic AARC at Booker Chuck Jefferson Library Lecture Series.
Aprel, a Life Member of NCNW, chaired NCNW’s Black Family Reunion Committee, mentored NCNW Youth, and co-chaired the Tribute to African-American Women Past and Present Committee and the Annual Senior Thanksgiving Dinner Committee.
Aprel worked with the youth from Booker, NCNW, RAC’s Delta GEMS, and Auburn High School’s Student Council and Multicultural Club. She has volunteered for multiple organizations including the Rockford Branch of the National Association for the Advancement of Colored People (NAACP) where she is a Life Member.

Franklin C. Beach has been a member of the Rockford City Council since 1981 and a resident of the 10th ward for more than 30 years. He was raised in Rockford and is a graduate of West High School. Frank is currently the President and CEO of Groom Industries in Rockford and also owns a private accounting business.
Frank is an active, involved member of the Salvation Army, Rockford Temple Corps, and plays in the Salvation Army Band. He is also the Junior Band Director. Frank is a past president and life member of the Salvation Army Advisory Board.
His other activities include the Rockford Concert Band, the Rockford Christian School Board, the Rockford Area Arts Council, the Rockford Noon Lion’s Club, and the Rotary Club. Frank also was the co-founder of the Illinois Snow Sculpting Competition and chairs the annual City Wide Leadership Luncheon.
Frank has been married to his wife Sonja for more than 45 years. They share two daughters and two granddaughters.

Linda McNeely is a graduate of Rockford’s Auburn High School, the University of Denver, and Roosevelt University and is employed as an accountant and tax preparer. She is serving her fourth term on the City Council and sponsors community events in her ward, such as the Back to School Parade, Easter Egg Hunt and Best Lawns contest.
Linda is active in the National League of Cities, serving in committees that promote community and economic development. She also serves as the 16th District State Central Committeewoman.
