Community Housing Development Organization
The City of Rockford Community & Economic Development Department (City) administers the HOME Investment Partnerships Program (HOME), funds awarded to the City by the Department of Housing and Urban Development (HUD) to create affordable housing units for low income households. Fifteen percent (15%) of the HOME funds (CHDO Reserves) must be awarded to CHDO certified developers.
The City certifies developers at the time of application for a development providing affordable housing units and each year during the term of their loan. Using the check list below, developers may gather and submit the necessary documentation to be certified as a CHDO with their funding application. The Rule Citations identified on the checklist may be found in 24 CFR Part 92 and 2 CFR part 200 (see links under “Additional Information Referred to on Checklist” below).
