Neighborhood Development Programs

Eligibility Requirements and details for each program are listed in the brochures. Health and Human Services also has several assistance programs.

Housing Rehabilitation Programs

Home Accessibility & Barrier Removal Program (For People with Disabilities)

Qualify for up to $25,000 (3-year forgivable mortgage loan) for home accessibility modifications such as a ramp, a roll in shower, and/or changing the height of a toilet and/or sink.

Please note that this is a home modification program, and the rest of the property will be inspected to ensure it is structurally sound and in sanitary condition.

Basic Eligibility Requirements:

  • Property must be a single-family home (no duplexes or multi-unit buildings) located within Rockford;
  • You, as the owner and applicant, must live in the home as your primary residence; and
  • Your gross HOUSEHOLD income must be at or below the income limits below. Gross income is your annual income before deductions for social security, etc.

Homebuyer Assistance Program

The City provides financial assistance to homebuyers purchasing *unoccupied, single-family homes within the program area.

*If the current tenant is the purchaser, that is acceptable.

The City of Rockford has vacant lots available for sale.  The submission of a proposed bid/application and a minimum lot price is required.  For those that want to redevelop a vacant lot, Sources and Uses forms are also required.
