Housing Rehabilitation Programs

Roof Program

A residential roof program is now available to income-eligible homeowners. This program can provide up to $30,000 to cover the construction costs of rehabilitating the roof of a single-family home (this may also include gutters, soffit, fascia, and downspouts). To be eligible for this program, the home must be

  • Single-family (no duplexes or multi-unit buildings)
  • Owner-occupied and your primary residence (not a rental property)
  • Located in the City of Rockford.

Financial assistance is provided through 3-year forgivable mortgage loans, subject to eligibility requirements. Please note that this is a roof only program, and the rest of the property must meet the requirements outlined in the City’s existing building code.

Funding is limited and provided on a first-come, first serve basis. Therefore, please submit your pre-application as soon as possible, using the instructions listed below. If you meet the initial pre-application qualifications, City of Rockford staff will contact you to complete an online application, which includes uploading all required supporting documentation as part of the application. You will be notified by email if you do not meet the initial qualifications.

Your HOUSEHOLD must meet the program gross income limits (Gross income is your annual income before deductions for social security, etc.) as listed below. City staff will collect income documentation to confirm eligibility.

  • Please click the link to access, complete, and submit the ONLINE PRE-APPLICATION.
  • Enter your email address, first and last name, and set up a password.

  1. For security purposes, the system will validate your email address by sending you an email with a validation link. Please make sure you validate your email address.

Sale of CDBG Properties

The City of Rockford has vacant lots available for sale.  The submission of a proposed bid/application and a minimum lot price is required.  For those that want to redevelop a vacant lot, Sources and Uses forms are also required.
