Acts as litigation supervisor for property damage, personal injury and federal civil rights claims against the City of Rockford and its employees. Advises all City Departments in litigation/liability issues and loss prevention. Supervises the Claims process. Acts as the Freedom of Information Act and Open Meetings Act Officer for the City.  Advises and assists all Departments with implementation of the Local Records Act. Maintains the public and SharePoint websites of the Legal Department, and the Law Department Library. Supervises expungement matters for the Police Department and subpoena requests for all Departments. Acts as a legal resource to the Public Works Department, Central Services Division of the Finance Department and Property and Evidence Division of the Police Department.

Angela L. Hammer, City Attorney

Serves as the City of Rockford’s attorney for Labor and Employment Law.  Practices before the Illinois Human Rights Commission for employment discrimination matters.  Handles all internal labor disputes and grievances, including disciplinary issues in all City departments.  Acts as the Freedom of Information Act and Open Meetings Act Officer for the City.    Advises and assists all Departments with implementation of the Local Records Act.  Acts as a legal resource to the Human Services Department.

Handles property damage, personal injury and federal civil rights claims against the City of Rockford and its’ employees.  Advises the Police Department in litigation/liability. Handles expungement matters for the Police Department and subpoena requests for all Departments.  Acts as prosecutor in Circuit Court for Municipal Ordinance Violations.

Advises the Code and Regulations Committee of the City Council, the Zoning Board of Appeals, and the Liquor Advisory Board.  Advises the Neighborhood Standards Division and the Economic Development Division of the Community and Economic Development Department. Supervises the prosecution of Building, Zoning and Sanitation Codes and enforces these decisions in Circuit Court. Supervises City Foreclosures and Petitions for Administrative review. Supervises all City Eminent Domain proceedings.

Responsible for City contractor’s compliance with the federal Davis Bacon Act and Illinois Prevailing Wage Act via the LCP Tracker software.  Serves as a liaison to women and minority contractors and the construction community. Certifies small businesses and manages the Minority Business Enterprise and Women Business Enterprise Program. Works in tandem with Public Works, Community Development and the Finance departments from the letting throughout project completion.

Responsible for coordinating and facilitating  all land acquisitions necessary to complete Public Works and Community Development departments goals. Works with citizens who wish to purchase any city owned property or sell/donate property to the city. Responsible for establishing values on properties the city wishes to buy or sell.
