Office of Professional Standards

The Rockford Police Department Office of Professional Standards (OPS) is under the command of Deputy Chief Kevin Ogden, kevin.ogden@rockfordil.gov, and consists of Internal Affairs, and Administrative Review Process. The Office of Professional Standards may be contacted Monday – Friday between 8:00 a.m. – 5:00 p.m. at 779-500-6900. After business hours, please leave a phone message at 779-500-6900 or email the Office of Professional Standards at any time at ops@rockfordil.gov.

The Office of Professional Standards evaluates the Department’s policies, procedures and training.  OPS also performs investigations of internal matters through objective and comprehensive investigations into the department or employee misconduct. The OPS safeguards the integrity and professionalism of the Department.

We value your feedback and invite you to report all allegations of misconduct to determine exactly what happened and to respond appropriately. If you have a complaint, we ask that you first address it to the district commanders who may be able to resolve it for you. If you wish to sign a formal complaint, you may contact the Office of Professional Standards.

Illinois law (50 ILCS 725/3.8b) requires that anyone filing a formal complaint against a sworn police officer must support it with a sworn affidavit. We take complaints seriously and thoroughly investigate all reports. Please fill out the form below to submit an online complaint.

Community Mediation Program

Mediation is a voluntary process where a trained mediator, who is not an employee of the City of Rockford, acts as an impartial third party to facilitate a mutually agreed upon and non‐adversarial meeting between a citizen and an employee of the Rockford Police Department. This process is a tool to resolve disputes with respectful, tolerant negotiation and constructive communication.
