Rockford Fire Department Rules and Regulations, Article VII, Section 4:

Tattoos:

  1. Tattoos on the face, head, neck, or hands are not permitted on any personnel. While tattoos on the hands are prohibited, a simple band on one finger of each hand (ring type in nature) will be allowed provided the tattoo is not obscene, offensive, sexually suggestive, profane, or discriminatory toward anyone on the basis of race, color, national origin or ancestry, religion or creed, age, gender, or disability.
  2. Department and 911 personnel hired prior to January 1, 2012, may display existing tattoos providing that they are not obscene, offensive, sexually suggestive, profane, or discriminatory toward anyone on the basis of race, color, national origin or ancestry, religion or creed, age, gender, or disability. Anyone hired after January 1, 2012 must keep all tattoos covered on their arms at all times.
  3. Department personnel hired prior to the date of the issue of this policy are prohibited from obtaining new tattoos on their head, face, neck, or hands. Any new tattoos that are visible while wearing the Department uniform shall not be obscene, offensive, sexually suggestive, profane, or discriminatory toward anyone on the basis of race, color, national origin or ancestry, religion or creed, age, gender, or disability.
