Towing & Relocator License

An annual license expires on January 31st.

This license applies to all individuals or entities that want to drive tow trucks or operate a towing service on a public street or public right-of-way within the City of Rockford. In April 2022, City Council adopted an ordinance to opt out of ICC regulation so that the City of Rockford will regulate the towing of trespassing vehicles from private property. The Towing Service and Relocator's license also applies to the towing or removal of any trespassing vehicle from private property without the consent of the registered owner or other legally authorized person in control of the vehicle.

There are very specific requirements that must be adhered to before a license can be approved. See Code sections 29.190 through 29.204 for full details.

To obtain a license, complete the Towing Service and Relocator's License Application and return with certificate of insurance, all supporting documentation, and the appropriate license and sticker fees to the Payment Center at City Hall. You may also email your application to customerservice@rockfordil.gov. The license will be issued upon approval of the application.

Compliance with all laws, ordinances, and regulations of the City of Rockford, including all building, zoning, and fire regulations as well as State of Illinois statutes applicable to such a licensed business or device, is mandatory.
